What has to be retrofitted before 2030, building by building

Extremadura has just set its housing roadmap to 2030: €951 million, 49 measures and more than €127 million for retrofitting and urban regeneration. Delivering it comes down to a very concrete question: which buildings, in what order, and with what measurable result.

This page joins two public datasets that lived apart until now — the Cadastre and the regional register of energy performance certificates — over the 603,951 buildings of Badajoz and Cáceres. It estimates nothing: it cross-references. And on top it lays out the path technicians already use in Vega to go from diagnosis to the compliance report.

Certificates are issued on sale or rental; there is no obligation to certify the whole stock, so what is painted is what has been certified, not the state of every building. 30 % of the register's rows carry only the letter, with no consumption or emissions. Matching is by plot (14 characters of the cadastral reference); in Almendralejo 95 % of certified plots match.

What is known today, without asking anyone

  • 1Where the pre-regulation stock is, municipality by municipality and plot by plot, with its year, storeys and use according to the Cadastre.
  • 2What letter the certified stock has and how it splits by construction period: in Almendralejo, of certified dwellings built before 2000, between 89 and 95 % are E, F or G.
  • 3For any building, its X-ray: deduced envelope, U-values, demand, CTE climate and the three interventions that change the result most, with the provenance of every figure.

What could be known every month once the Plan is running

None of this exists yet: it is what Vega can measure if retrofit files go through a common tool. We say it this way so it is not confused with the section above.

  • 1Dwellings served per programme and municipality, and which intervention was made in each (roof, façade, openings, generation).
  • 2kWh of demand avoided and tonnes of operational CO₂ avoided, calculated with the same engine that justifies DB-HE, not declared by hand.
  • 3Embodied carbon of the intervention with each material's source EPD, and a warning when the data is not of good quality.
  • 4Euros of aid per kWh saved and per tonne avoided: the yardstick to decide where the Plan's next euro yields most.

The technician's path, without friction

All of this is live and used today. It is what would remove friction for whoever has to justify hundreds of retrofits in four years.

For whoever has to deliver the Plan

Descarboniza does not decide who gets a grant nor manages public money. It puts the data and the calculation in front of the technician and the administration, with provenance, so deciding costs less and can be measured afterwards. If this is useful to a town council, a retrofit office or the regional government, we want to show it with their municipality on screen.

Where every figure comes from

  • Buildings, construction year, storeys and use: Directorate-General for Cadastre, INSPIRE services (Badajoz and Cáceres). Regulatory cut-offs: NBE-CT-79 (RD 2429/1979), CTE 2006 (RD 314/2006), CTE 2013 (Order FOM/1635/2013) and CTE 2019 (RD 732/2019).
  • Energy certificates: Register of Building Energy Performance Certificates, Junta de Extremadura (D.G. of Industry, Energy and Mines), published on datos.gob.es under CC BY 4.0, cut-off 15 Jan 2026. Rows without a letter or a valid cadastral reference are discarded (2,819) and 2,457 rows are not assigned to a municipality (hamlets and blank field).
